Good morning Marina,
The Improved order of redmen was a shriner (Masonic Lodge) spin-off, as
a group they did "red face" instead of wearing fezz'. By my first encounter
with them in the late 50's they were too drunken to be tolerated in Masonic
Lodges.
A Mason could translate what your document says (but probably won't).
I aint a mason and dunno how to.
