not sure i agree with this line of thinking, while councils function well in
a decision process where various view points lead to good policy, they don't
seem to function well at accomplishing single objective tasks, like buying
groceries--sort of like too many cooks in the kitchen, a simple job becomes
unneccessarily complicated----also, if the job is handled well there is very
little complant heard-----------------s
