On or about June 27, 1996 I, Dennis W. Deason, a Law Enforcement Officer on the
Mark Twain National Forest was assisting other Forest Service Law Enforcement
Officers with a safety check point along Forest Road 3173. Following directions
given by shift Supervisor Poncho Smith every third vehicle was stopped. The driver(
of the vehicle was checked for drivers license, registration, and insurance. The
area of the cheek paint was brightly lit with flood lights and Forest Service Law
Enforcement vehicles were parked with overhead lights flashing.
At approximately 0430 hours a vehicle was stopped by another officer whose name I
don't recall. f was on the passenger side of the vehicle. As the area was brightly
lit and I recognized the passenger as Tracie Park. I was acquainted with Park from
a previous gathering in which I had attempted to issue her a violation Notice for
public nudity. I addressed Park by name and asked how she was doing. She did not
recognized ma, so I: identified myself. She asked what was going on and I explained
we were conducting a safety check for drivers license, registration and insurance.)
The driver of the vehicle quickly produced the proper paperwork and was permitted
to continue on their way. Park never complained about being stopped.
The incident where I had attempted to issue Park a Violation Notice took place at
a Regional gathering on the Salem Ranger District, of the Mark Twain National
Forest. On or about September 1, 1995 myself and Law Enforcement Officer Charles
Blake observed Park along Forest Road 2741 partially nude. We were going to issue
her a Violation Notice when she started yelling for help. Officer Blake and myself
wars surrounded by approximately thirty Rainbow members and they began to take off
their clothes and were very vocal. Park had also removed all of her clothes at that
time. With no backup in the area and for our safety we left the area.

this statement and declare that the foregoing is true, accurate, and complete to

have been given an opportunity to make any corrections or additions.
