The "official" Forest Service count in their report is around 20,000.
They get that by counting cars, and multiplying by 4. I think Heather's
guess is more likly. Both New Mexico (19,000) and Colorado (22,000) were
larger. (both are the FS counts from those years. so I think these are a
little high)
