MCI to/from rural site

I recently found out that MCI has very cheap deal for someone
way out in the middle of a rural area:
Like $35 a year allows them use of free 800 number which is
good anywhere in U.S. and unlimited free e mail receiving
and pretty cheap to send out e mail 50 cents for first
page, less after that.
So I am interested in doing an experiment:
I live in a big city with several sources of free Usenet
newsgroup postings and wonder if I can forward requested
postings from certain newsgroups to someone living in
out-in-the-sticksville which they would receive free,
then if they wish to post on a newsgroup, they would
use one of the gateways.
any info appreciated.
