GOOD NEWS, as of 2:00 PM, March 10, 1993 the Forest Service reports
that the proposal to restrict peaceable assembly on public land
still has not gotten out of OMB. Many people have focusedattention
on this issue in a short period of time. Which is good, because
this is an important issue.
We could still stop it at OMB by focusing atttention on Clinton
c/o Carol Rasco seems the most promising contact. Even it if gets
through OMB there will still be time to build a movement of opposition.
It will need to be a large movement, but if the White House starts
getting hundreds (thousands would be better) of calls and letters a
day that would cause them to think.
BAD NEWS, the Forest Service is still writing letters expressing
confidence that they will "have the new regulation in effect in
time for the summer season." But the Forest Service has been saying
the same thing for years.
GOOD NEWS, if the regulation doesn't get out of OMB and into the
Federal Register, officially beginning the regulatory process,
before the third week of March, a lot of public comment should slow
them down enough so it will be impossible for them to complete the
entire regulation process by July. If they don't get it out until
April they will definately be too late for this year.
POTENTIALLY BAD NEWS, If we don't get it together, Big Brother will
definately have the regulation in place for next year.
Today there is still time to write letters to the White House and
Department of Agriculture. BUT, IT IS SUGGESTED THAT THOUGHT &
ENERGY BE DIRECTED TO PREPARING FOR A LARGE SCALE LOBBYING EFFORT
DIRECTED AT THE FOREST SERVICE AFTER THE REGULATION IS PUBLISHED
IN THE FEDERAL REGISTER. As soon as this happens I will inform
you of the address to write to. Practically, I believe, we
should be thinking in terms of thousands of letters.
