LEGALIAISON REPORT FROM MARTHA-GAIL FROM D.C. Content includes

I arrived in D.C. August 1. In compliance with D.C. Crew
requests I delayed until August 5th following the actions of the
4th to begin orientation for the eventual transfer of legaliaison
files to the Rainbow Family of Living Light Legaliaison Council
Office in Nacogdoches, Texas for the interim '93-'94 year.
August 3 a sizeable Council met in Lafayette Park to discuss the
Alabama Legaliaison Council concensus that the "national
legaliaison" office for the Family be moved each year to a
different geographical region to avoid government designation of
any one Clan being more representative or designated as
"leaders". This concensus was reached July 6th.
The August 3rd D.C. Council recinded this decision with the
following concensus: "Since the consensus reached by the Alabama
Legaliaison crew did not follow Family process, it is merely a
recommendation.
"As an "ONGOING" Legaliaison Council in D.C. on August 3, 1993,
it is our resonsibility to figure out what needs to be done and
plan how to do it.
"WE call for all regional Legaliaison Councils and crews to
continue and intensify their legaliaison activities." The
concensus was signed by 25 persons.
The concensus from the D.C. crew was not to transfer files to
Texas and continue with their 36 CFR 25l - 26l strategies.
Following much discussion the D.C. "Ongoing" Legaliaison Council
agreed that Texas could xerox, for approximately $200.00, the
Rainbow files stored in D.C. The Texas Council determined a
duplicate copy of the files was unnecessary and requested the
following: (a) Blunt/Harrassment Statements (b) Comment Letters
for the 36 CFR 25l-26l May 6 Proposed Regs (c) Minutes from any
meetings with Congressmen, Forest Service or other
agencies/personnel (d) Correspondence to/from the government.
That proces was completed August 30.
LEGALIAISON COUNCIL...WEDNESDAY, AUGUST 11, 1993..8:00pm
Attending: Sue, Scott, T. Steve, Amazing Dave, Beth, A.C.,
Thomas, Al, Katturpiller, Kathy, Dan D., Red, Rick, Forrest,
Crow, StarFire (Scribe), Martha-Gail (Scribe), and others walking
in/out during Council.
All information to Masterfile. Two (2) duplicate copies of
Masterfile. Masterfile to be securely stored with a User File
available at all times open to all Family members perusal.
Second duplicated Masterfile copy to be placed in a seperate
geographical location for decentralization and as a precautionary
measure against loss of the Master copy file.
Availability of information in file assessible (Freedom of
Information). Economic considerations for duplication of
Masterfile discussed...Who pays and how?
Scanner Technique discussed for future storing of Masterfile in
computer form.
D.C. Legaliaison staff member(s) will draft periodic Log Sheet
updating incoming information filed into Masterfile/User file and
published for Family access to procure current information.
Texas Legaliaison staff member(s) agree to quarterly include this
Log Sheet into an updated Legaliaison mailing to Legaliaison Task
Groups/Focalizers per Alabama Legaliaison Council mandate.
Discussion reference security of mailing sensitive Rainbow files
to prevent loss. No decisions.
Refusal of access to the files was discussed. Circumstances?
and refusal made by whom? No such incident to date has been
documented. Family members were adamant that ALL RAINBOW FAMILY
FILES AT ALL TIMES BE AVAILABLE FOR/TO ALL RAINBOW FAMILY MEMBERS
REQUESTING ACCESS. iT WAS AGREED AN INTEGRATITY OF THE
FILES/SYSTEM MUST BE RESPECTED. qUESTION??? aCCESS A PRIVILEGE
OR RIGHT? fAMILY MEMBERS AGREED ACCESS IS/HAS ALWAYS BEEN A
RIGHT and that Family files are OPEN.
Security for the original documents, classified as the
Masterfile, was once more discussed. If the only available files
are the Masterfile, then the Masterfile MUST BE the files
accessible for Family members requesting to see Rainbow files.
D.C. staff currently corrleating, indexing, logging Rainbow
Legaliaison files into a systematic system. As funding
materalizes the Masterfile WILL BE double duplicated per Council
agreement for security measures.
Option to move Masterfile out of Prop I House. Family member
stated Prop I could be high profile with daily political activity
in D.C. Another Family member blocked that Masterfile be
relocated in any private residence. Options were left open.
Council agreed that the Masterfile be left/stored in the D.C.
area for '93-'94.
Council discussed option of computerizing files for storage.
Family member stated hard copy must be maintained for hard
"original copies".
Family member requests next Legaliaison Council clarify concensus
for usage, storage, of Masterfile and security mailing
procedures.
Family member questioned whether original/copies of
Blunt/Statements should be sent to the Texas Legaliaison.
Council responded copies be sent to Texas at this time. D.C.
Legaliaison will provide original Blunt/Harrassment Statements
maintaining a duplicate copy for D.C. liaison files.
At this time Texas Legaliaison representative stated that the
Texas Council has requested: l. Blunt/Harrassment Statements,
2. Copies of all correspoondence between D.C. Legaliaison,
government agencies, Congress, etc; 3. Duplicate of minutes from
meetings with the Forest Service, government officials. Council
agreed to Texas requests.
Family member states: We are a confederacy of individuals freely
associating with one another for a common reason.
D.C. crew member informed Council public comment correspondence
may be available within a month, comments may be available for
duplication for Texas/D.C. liaison files.
Equal Voice. Family member discussed individuals carry an equal
voice in Council decision making process. Experience is the
exception to this ideal, but that the Family is working toward
this reality. All persons have access to Council procedure by
choice of participation.
Unincorporated Association status discussed. Family member
stated government has already designated Family "Paper Chiefs",
feels the most dangerous threat to the Family at this time are
the splintering gatherings July 1-7.
Expedience v. Family Input. Family member stated as individuals
handling Family business we should NEVER violate our p[rocess in
lieu of expedience. Process and traidtional agreements should be
respected by ALL FAMILY, INDIVIDUAL, and off-shoot Councils.
Question arises...distinction between legal and announcements
requiring Family input. Discussion followed among D.C. crew and
Family members differenting what requires RFTC approval and local
liaison agreements not requiring Family approval. To produce a
legaliaison document it must have RFTC approval or carry a
disclaimer. Local liaison concensus decisions are made by that
Council, for that Council and in no way reflect a Family
decision.
A Family member discussed the enormous financial burden on
individuals involved with liaison/paper
duplication/telephone/fax, etc expenses involved with liaison
activity.
D.C. liaison stated the Prop I office space is a "PRIVATE OFFICE'
and not a Rainbow Office. Family members/D.C. crew discussed
establishing a Rainbow Legaliaison office in D.C. that will be
open to Family and not endangering innocent volunteers involved
with other political issues. Family expressed concern should
legal pressure become "heated" there could be reprecussion from
govt./authorities and discussed for safety Rainbow materials be
relocated.
Options where Masterfile kept safely. D.C. crew stated D.C. only
has two (2) boxes of Rainbow Files. One option for storage was
in an attorney's office with records locked. Family member
discussed liaibility on behalf of attorney, questioned if they
should be designated as Trustee or be required to sign off as
responsible party for files. Availability to files stored in a
private office was discussed. Who would have access, when, and
how would files be maintained with respect to the office/space
where Masterfile would be stored. Council agreed to research
options/potential problems with this option.
Censorship questioned. Family member discussed the automatic
censorship of Rainbow information typed over computer nets.
Region 16 and others without computers/access are automatically
censored from a massive communication of Rainbow information. No
solution.
D.C. Crew proposed that each year the RFTC designate one
individual to be responsible for the integrity of the
Masterfile/system. That individual may then delegate
responsibility to others to assist with filing, updating,
xeroxing, maintaining , etc, from the Masterfile. Council agreed
one Masterfile must be maintained at all times.
Discussion again on funding for two (2) user files to be placed
in two (2) locations.
The Masterfile copies will be marked. Masterfile will
continually be updated with incoming information. Inter-regional
guidelines were discussed to keep the Masterfile updated. Family
members agreed that the Inter-regional guidelines are subject to
RFTC decisions/approval.
Authority of Legaliaison Councils was questioned. Family members
again adamately stated no one/council represents/speaks for the
RFTC past July 7 of any given year. Individual legaliaison
councils offer recommendations subject to approval by RFTC. ALL
LEGALIAISON DOCUMENTS/LETTERS/PAPERS FOR PUBLIC, AGENCY, ETC
DISTRITUTION SHOULD CARRY A DISCLAIMER 'SUBJECT TO RFTC APPROVAL,
JULY 1-7 ON THE LAND'.
ALL VERBAL AGREEMENTS, STATEMENTS AND/OR FACE-TO-FACE ENCOUNTERS
WITH GOVERNMENT AGENCY REPRESENTATIVES, AUTHORITIES, OFFICERS,
ETC, MUST CLAIM, 'SUBJECT TO RFTC APPROVAL', or clearly state
that 'THIS IS MY OPINION ONLY AND IN NO WAY REPRESENTS THE
RAINBOW FAMILY' to this effect. Disclaimers protect the
integretity of the RFTC and re-enforces the statement by the RFTC
that it makes decisions by/for the Family ON THE LAND each year,
July 1-7.
Family members stated that there must be input from ALL
LEGALIAISON/FOCALIZERS/FAMILY MEMBERS before decisions bearing
legaliaison distinction are publically distributed. Legaliaison
decisions are nothing more than a compilation of Family input,
subject to RFTC approval.
TEXAS STRATEGIES. When questioned on particular strategy, Texas
representative refused comment. Another Family member stated any
informational requests by the Texas crew be given to them, "what
they want". Family member requests Texas Liaison have a 24-hour
telephone line available.
Rainbow Split tabled.
LAND USE BRIEF. A lengthly discussion incurred over a potential
"Land Use Brief" compiled from individual letters written by
William Thomas and Scott Addison and submitted to the USFS during
the "comment" period per 36 CFR 25l-26l proposed regs as
individuals. Addison stated this "brief" would be distributed to
the Senate Judiciary Committee, the House Sub-Committee fdor
Constitutional and Civil Rights, and possibly distributed to
members in the Justice Department. There was great concern by
Family members regarding wording used in this "brief" as well as
concern for distribution to the Justice Department. Family
members felt too much was given away in the "brief" and
distributing to the Justice Department was questioned. Family
members discussed traditional concensus agreements by the RFTC as
to methods to work among ourselves and how to approach
authorities outside the Family. It was stated our primary
concern was the basic right of individuals to peaceably assemble
on the land and that this was our entire premise. D.C. crew
agreed to follow Family procedure by revising Draft I of the
"brief"; then submitting the revision to legaliaison task
groups/focalizers/family members, individuals for comments/input
and that a compilation of these comments will then constitute any
"brief" distributed to the aforementioned agencies. Concern was
expressed that the letter written by Addison was submitted to the
Forrest Service, as an individual, during the public comment
period regarding 36 CFR 25l-26l. Council agreed before this
paper could be distributed it must have approval from the Texas
attorneys; per content. Concensus as follows: "A REVISED COPY
OF SCOTT ASDDISON AND WILLIAM THOMAS'S COMPILATION WILL BE
SUBMITTED TO THE LEGAL TEAM IN OREGON, WASHINGTON D.C., TEXAS AND
ANY OTHER STATE NOT SPECIFIED.'
Council agreed a Summary Cover Letter specifying options be
written to accompany this paper. Family member requests such
terms as: suitability as an entity, Unincorporated Association,
organization, lacking class, be discussed in the Cover Letter.
Addison stated any filing/presentation might effect our standing
before the law...that we do not want. Council agreed. Council
briefly discussed the Cover Letter/submitted to legal
minds...with an appropriate worded Cover Letter accompanying the
"brief" to family members. Intent/purpose of cover letter was
discussed. Lynnie and T. Steve agreed to write the cover letter
submitting it to the D.C. Council for approval before being
attatched to the document.
Council requested that the word "brief" be replaced by a more
appropriate term acceptable to the Family as a whole. Family
member also suggested on the completed document a disclaimer be
attached and that "DRAFT', etc. be stamped across the front page
to indicate to Family it is a working copy, not in final draft.
Other agenda items were tabled until the next scheduled
Legaliaison Council, D.C., Sunday, 6:00pm.
Kattupiller reported on his arrest trial pending in Alabama.
Texas representative requested he keep Texas attorneys abreast of
the development of that trial for future reference.
Amazing Dave moves to adjourn, Red seconds, Council closes. No
circles preceeding or closing.

Following this Council another draft, Land Use Review was
compiled from the comments submitted by Little White Owl, Al and
T. Steve. That Draft 4 as of 8/30/93 has been mailed/faxed to
various focalizers/legaliaison and Family members across the
state. Focalizers/Legaliaison crews should distribute this
document as broadly as quickly as possible for adequate Family
input to direct the D.C. Crew on this particular strategy.
HEARTSONG...MARTHA-GAIL
This month in D.C. has been interesting, but not entirely
enjoyable. There was much that needed to be discussed, much that
needs a FULL FAMILY COUNCIL in order to work out snags that are
testing the very fibre of our Family.
Government infiltration wins when it effectively keeps it's
target from accomplishing. This stands at our doorstep. The
distinction between three gatherings must become clearly defined.
We may be one Family, but we now have three distinct Clan
Gatherings, July 1-7 each year; the Pagan Tribe and the newly
formed Turtle Island Family Gathering. There has been much
discussion among Family members across country: How will we
council? What decisions could be made between three councils
geographically seperated? There seems to be only one survival
solution for all three gatherings. Simply, each gathering is
conclusive within itself without negating the councils of either
of the other two gatherings. Each clan gathering is whole within
itself: Turtle Island Family Gathering, Pagan Tribe Gathering,
and the Rainbow Family of Living Light World Peach and Healing
Gathering. All are still welcome and each respected for what it
hopes to impart. It is the natural sociological division of the
atom. All pregnancies must deliver once the term is completed.
Our national gathering had swollen to delivery and from the ONE
two have birthed thus the Trinity now exists.
The East Texas Family Regional Gathering is scheduled to begin
September 30, 1993. It will end when it ends.
At some point during the first or second week of October an
'ONGOING' Legaliaison Council continuing from D.C. will commence
and continue through June 30, 1994 from Nacogdoches Texas.
Per the Legaliaison Council in Alabama July 5-6, 1993, I have
personally and to the best of my ability fulfilled my committment
by coming to Washington D.C. for orientation before the Texas
Legaliaison activates as the Council Legaliaison Office for '93-
'94. Two boxes of pertinent files have been shipped to Texas,
two computer disks and a video from the Texas Legaliaison
Council, 1988. To complete the Alabama Council's directives, the
D.C. Legaliaison Task Group was directed and agreed to write a
letter to be distributed through E-Mail, and mailings to
focalizers and legaliaison groups that the Texas Council
Legaliaison office is the primary legaliaison contact '93-'94.
Per concensus that designation will change July 5, 1994.
The Federal Government is working diligently to destroy our
Council process. In Vermont that Council agreed to a designated
Family liaision group between the F.S. and RFTC. We should NEVER
agree to such a detestible suggestion. The government knows it
is difficult working through our RFTC process and simply do not
want to take the time. By designating a liaison "group" we have
further played into their hands to break down our process. Those
designated may also find themselves designated by the government
as organizers, leaders, etc. which jeopardizes our 'ALL ARE
LEADERS' and classless identification.
It is my sincere hope that the D.C. Crew will fulfill their
agreement with the '93 Alabama Legaliaison Counil. It is merely
a process of decentralization and activation which will continue
each year hense.
I will be departing from D. C. the first week in September to go
to Nacgodoches to install the filing system and work with the
East Texas Family to establish the Council Legaliaison Office for
1993-94 and activate the "ongoing" Legaliaison Council in Texas
the first or second week in October.
